In planning health sector programmes that address FGM and its medicalization and to determine their impact, it is important to do monitoring and evaluation (M&E).

This document aims to support countries to implement M&E plans with standardized indicators that can be used for tracking and assessing plan outputs, outcomes and goals over time, and to compare progress across countries. Health information systems can be adapted to generate data, and this guide offers low-income settings with a high prevalence of FGM the steps and considerations needed to develop, pilot and evaluate FGM surveillance models, with the help of illustrative examples and checklists.

The primary users of this document include individuals working in FGM programmes, on health information systems and/or in M&E functions.

This questionnaire will support the evaluation of training targeted at health-care providers, where standardized measurement tools to inform their training and to measure the impact of FGM programmes on health-care providers has previously been lacking. It fills this gap by covering the domains of FGM-related knowledge, attitudes and skills that align with the concepts and materials covered in the training to be evaluated.
